It is a dispute arising from a purchase and sale or service provision contract, where the consumer at the time of the transaction is residing in a Member State other than the Member State in which the supplier of goods or service provider is established.

The Center has, under the terms of article 5º of its Regulations, the power to process complaints relating to cross-border disputes.

The Center joined the electronic online conflict resolution platform created by regulation (EU) n.º 524/2013, of the European Parliament and of the Council, of May 21^st, 2013.
